dynalink rta020 and port forwarding

Hi ,

I have a Dynalink rta020 and setup port forwarding AKA virtual servers as
follows.
inbound on port 22 go to 192.168.1.32 on port 22
inbound on port 2022 go to 192.168.1.3 on port 22

That is, I want to be able to split ssh connections to different boxes
depending on the destination port.

Netstat shows the SYN is being recieved on 192.168.1.3 but the connection is
never completed.

I cannot split other services such as FTP either.
eg
inbound on port 21 go to 192.168.1.32 on port 21
inbound on port 2021 go to 192.168.1.3 on port 21

Anybody struck this before ?
Is this a limitation of my understanding of NAT or a limitation of the router?

BTW as far as I can tell this has nothing to do with the fact that the
incoming is on a different port than the internal because the following works
on its own.
inbound on port 2022 go to 192.168.1.3 on port 22
