Incoming FTP requires that the NAT device fixup the parameters in the PASV
command.
The above should work for PORT mode but port 2021 won't work in PASV mode
because you have bypassed the NAT ALG that will be hooked into port 21.

I don't see anything wrong with the theory for that one but the rta does
seem to have a few shortcomings...

I assume you have some linux boxes behind the rta, perhaps forward all the
ports to that box and do the smart stuff on linux.
