Alas, under NZ law, most of this is completely legal (with
regarding to electronic acts).

I was involved in a case once similar to this. We also had
proof of who the originator was. The Police told us that unless the
person caused damage, that there is nothing they can charge them with in
NZ. At best, they could try to shoe horn it into some other related
act, but that it was not likely to stick.
Additionally, leaving a device in a state so that it can be
easily compromised can lead to a plea of entrapment, and if successful,
would invalidate any other related charge.

So in NZ, you are pretty much legally allowed to break into a
device, and take a look around. So long as you don't change/delete
anything, your pretty much safe.

Basically the IHUG customer ported scanned alot of DSL users for port 80

to see what was there (against IHUG's AUP), then gained access to the
routers which where open and got the customers login details (this can
be seem as forgery/intrusion). and then offered to fix the problem and
warned not to tell anyone else including the media of his little email
or other people will find out (isn't this called extortian). Then
offering to fix the problem for a sum of money that any ISP will help
out for free.

I think personally that what this person did was wrong
