This is not exactly true.... traffic to specific paradise servers is rated
at 0%... from their website:

news.paradise.net.nz, radio.paradise.net.nz, debian.paradise.net.nz and any
of the servers listed at gamers.paradise.

so it should be counted as National... but who knows how they're routing
their cable traffic... i would follow the 'tracert' and see what you get...
