It seems that the action recommended by Alcatel was correct and that a
typo in my VPN configuration file caused the residual problem. So the
good news is that it seems that ipsec tunnels can be used with the
static IP address (and probably with the dynamic IP address) adsl
service from xtra.

ipsec tunnel appear to find each other to negotiate a connection, they
are confused as to their respective identities and the tunnel is not
established.
Can someone please provide me with clear instructions on how to connect
with the required PPPoA whilst still retaining the ability to run ipsec
tunnels through the connection?
