At this point, I'd like to point out that Telecom do have separation between
national and international, though I suspect it is offered in different ways
in their various subsidiaries (not sure about Xtra, but I know GlobalGateway
have separation of Nat/Int).

We recently moved to GlobalGateway's CID service (fibre into GG) and
(installation mess-ups aside) they provide the option of splitting the
traffic completely between national and international, which would then have
separate levels of bandwidth and separate levels of billing. I can't
remember if national was free (traffic wise) and I suspect not.... We just
opted for a big pipe into GG.

OK, so this doesn't help the little guy with Jet*, but Telecom are capable
of it, probably just not at the scale that most users would hope for.

As for Telecom rebuilding their network, they are. They're (finally) moving
to a completely IP based backbone, which presumably means they'll have
separate routes/pops/gateways to Nat/Int connections and be able to move
around where their traffic billing occurs. But I'm only guessing here....

Then of course, there's the question of whether or not they bother to pass
this functionality (if it exists) on to the end user. After all, it's not
like they're competing against anyone....
