Sorry but thats a poor assumption to make. Ive had it happen to me (and
never considered it something the ADSL list would care about).

You cant straight out assume that None of the scheduled upgrades could have
affected Chrissy without doing a direct comparison between all outages
(Assuming Telecom notify ISPs of all of them, which they may not) vs the
equipment she uses to connect.

In the end though who cares?
