It's very late for me (still adjusting to this timezone) but I think you will
find it has everything to do with noise and very little to do with the
availabe power. The inside of a computer is a challenging place to conduct
high frequency low level signal manipulations. The transmission end of the
deal is probably largely the same, it's the reciever's ability to reject noise
from inside the computer that is limited.

An external modem can be designed from the power supply up with this problem
in mind.
