As I remember it 192.168.253.225 is a CAR, not a RAN it is either Xtra's
FastIP CAR or Global Gateway's FastIP Direct CAR.

There is a matix of circuits between the CARs and the RANs i.e.each RAN has
an individual circuit to each CAR. The responce time from a CAR will vary
based on the load on the circuit between the user's RAN and the ISP's CAR.

I very much doubt that a CAR gives any sort of priority to responding to a
ping, if it takes a while then the CAR is busy doing what it should be
doing - forwarding packets.

Ping through the CAR to a host beyond it - you will get a better picture.
