Ah, so in other words if Telecom wanted to (and it sounds like Australian
telcos want to) it'd be possible, rather than any problem with DSLAMs or
something... it'd certainly be to their benefit, because all (or most) of the
people who switched from full-rate to 128k after a month or two because of
lack of control over costs would switch back.
