The only way you're going to get a Telecom ADSL service is if you have
an phone line that terminates in a Telecom DSLAM (in a telecom exchange)

In the same way Telstra-clear can't provide tempest on telecom lines,
neither can Telecom provide jetstream on clear lines, because the line
simply doesn't pass through their equipment.

If you are having performance problems with tempest, then you should
complain to/contact Telstra-clear about that, rather than trying to
"fix" it by using a different provider. Telecom will no doubt give you
jetstream, provided you have them install a voice line into your office
(which they will then charge for, etc etc)
