jetstart rate limitor

Have Telecom fiddled with the Jetstart RAN rate limitor recently?

I've noticed with a steady download stream (8KB/s) what seems to be
reasonable packet loss (5%) on basic traceroutes. At 14KB/s this loss
seems to increase to 18-20%.

Since we've been told that there is no protocol overheads on the
limiter (at least atm ones), I'd exact a thoughput of around 15.5 to 16
KB/s. ie. sufficent room (baring burstly traffic) for a traceroute to go
though untouched, at least with the pipe only half full.
