Tom,

After looking at some of those mtr results on the first page, I think you
might be getting mislead.

On many of them the packet loss is only shown for that particular hop and
there is little or no packet loss *after* the hop. This means that in all
likelyhood, there is no actual packet loss *through* that router, otherwise
all hops after that would also, by definition, show packet loss of a
similar or greater magnitude.

All it means is that router places responding to ICMP requests low on its
priority queue, or throttles ICMP responses...
