Not acquiring a connection on restart

I have problems with the Xtra Jetstart conx, dynamic IP, that I run at home.
I am using a Dlink DSL500 router. When connected the modem maintains its
connection without issue.

When I restart the modem it takes a phenomenal amount of time to
re-establish a conx. Generally the DSL connection light comes on at start-up
and then goes out. If you restart the router the same issues happen. The
status light still flashes and it has network connectivity. After a period
of time this modem re-establishes a connection and all is as it was. I have
not yet bothered to check the actual time period.

The problem appears mainly to occur during the peak internet usage periods
(evenings and weekends).

Is this related to the Xtra IP address issues that have occurred in the past
(oops no IP addresses) or is it a modem issue?

Any ideas ?
