It might if they're being lazy or thinking they can just fix it slowly because not many people care. Also even though technically you might supposed to take it up with the ISP, clearly Telecom is the one who has the problem and needs ot fix it so if they get annoyed directly, they might take things more seriously rather then annoying the poor ISPs who can't do anything but keep pressuring Telecom to fix.
