Are you sure? Even though this is the way Telecom wants things to work, since you are a customer of Telecom and are paying them directly if I understand what other have said then don't you have a right to take things up with Telecom if it is their problem under the CGA (unless the CGA doesn't apply to you e.g. you are a business and have agreed that the CGA doesn't apply).

The simple fact was, Telecom clearly knew what the problem was and we clearly knew it was on their side. I would agree if you have a problem and don't know the cause then call your ISP but this was not the case. Therefore IMHO, there was nothing wrong with complaining to Telecom.
