We had a problem with our cordless phone being very quiet - it was an old Panasonic one. Apparently this is a known issue with the old Panasonic cordless phones according to Telecom. We bought a new one (another Panasonic) and all was well. However, we still have trouble occasionally with low volume when my sister rings us, but I'm sure that this is a combination of her quiet phone and quiet voice :)
In your case however, I think you might have too many phones on the one line - I can't remember exactly, but I think there is a 3 or 4 phone maximum limit on the one line. Not exactly sure, but I'm sure someone on this mailing list can elaborate.
