jetstreamgames 'realm' traffic cap ?

Has anyone using the user@jetstreamgames.co.nz ppp login recently found a 128kbps traffic cap on it ?

I was trying to pull one of the halflife2 movies down via ftp from ftp.jetstreamgames.co.nz, and no matter what I did, it would top out at 16kB/s. I'm sure I was authenticated to jsg because the only thing I could ping was *.jetstreamgames.co.nz, and I know my traffic was going that way, because if I deliberately screwed up the username to prevent ppp authentication, I couldn't get anywhere at all - as soon as I put user@jetstreamgames.co.nz back in as the ppp username, jsg started going again.

It doesn't seem to have been a bottleneck at their end either, because at the same time I was getting 16kBps, I grabbed the same file off jsg from one of my servers at work, and it came down at about 1 megabyte per second.
