off-topic: Is Telecom's IP backbone becoming saturated?

Would it be possible to determine how loaded a part of the network is using
different frame relay rates? Say, for example, you had a CIR/PIR of
256k/512k that always ran near the PIR end (480-512kbps). You then got it
doubled to 512k/1M, only to find that it only managed to get around 10% over
the CIR of 512k. Would this indicate that backbone congestion was limiting
the link?
