        Just reading www.legislation.govt.nz.

The Telecommunications Act 1987 was amended by the
Telecommunications Act 1997, at which time section 6 (mentioned below) was
repealed.

This was consequently amended by the Telecommunications Act 2001.

I'm not a lawyer, but I can't see anything in the act that says you
must gain the permission of the network operator before plugging something
in, and in particular, I can find no reference to the text "no person shall
connect anything to a telecommunications network without the agreement of
the network operator" - the only reference I can find is that this section
has been repealed and is no longer law.

Looks like a bold face lie on Telecom's WWW site to me ...

Subject: Telepermit: That little green sticker means something.

With regards to a question last week on this list about an Aussie modem, and
a few discussions on buggy or ill performing adsl modems over the past month
I thought I might just remind all of the people on this list that only stuff
with Telepermit stickers may be plugged into the Telecom network.

Check www.telepermit.co.nz for more information, but the key paragraph is
copied below. Also remember the same make and model as a NZ version, may not
be identical, so be wary about plugging anything in to the phone line if it
doesnt have that little green sticker.

"New Zealand law states that "no person shall connect anything
to a telecommunications network without the agreement of the
        network operator" (S.6, Telecommunications Act, 1987). Telecom's
agreement to the connection of any device is shown by its
Telepermit label. In general, NO label means NO agreement.
Telepermits are granted only to designs that meet Telecom's
transmission and signalling performance requirements and which
can be expected not to interfere with other services or users.
In addition all products must meet New Zealand electrical safety
        requirements"
