You need "statefull" routing to do this, i.e. a packet is routed using
remembered state instead of being routed purely by destination IP - this is
what a statefull firewall can do.

God knows if this can be done in WinXP but you could try adding another
network card to the XP box, put each ADSL router on a separate card and turn
on Internet Connection Sharing on each card. ICS is NAT which is statefull,
you never know it might work.
