There are all sorts of QOS you can do. With Linux for example you have HTB
and CBQ limiting etc and then inside that you have different types of
queuing (SFQ, FIFO etc)

With a Rate Limit (say limit 1Mbit HTB and FIFO queueing) 1 person FTPing
can use up all the link and anything else is very non-responsivness (like
ssh/telnet etc). Simplying turning on SFQ will change this completely and
make things alot more even. the FTP will still go the same speed, but
telnet's/ssh/webpages will become alot more interactive and people are alot
more happier.
