I just started a large download and it has settled at 16.2 KB/sec
witch is 129.6 Kb/sec.

I cannot see how you get 2 kb/s - that is only 250 B/s - even if you
meant 2KB/s then maybe it is more to do with the other end. I used
http://jetstreamgames.co.nz as that should be as fast as you can go.
