Not quite correct for ADSL and probably most of the newer 56K products:
1 - Conexant uses a DSP chip to control the analogue line front end in
most of their Router / Modem designs. This chip is in turn controlled by
firmware and hardware.
2 - Telepermit covers much more than "hardware is fit to be connected" -
it looks at product safety and a whole heap of line & performance
characteristics - for ADSL this is all covered by PTC270.
So my initial comment re voiding Telepermit may or may not be correct -
depends on how close the two designs are.
Also note that downloading new or updated firmware from Taiwan (or other
countries) may also void Telepermit for the reasons broadly outlined
above - Taiwan uses PPPoE and does have different phone line performance
and specs - many Taiwan MFR's cannot test for PPPoA and our line
conditions as they simply don't have the test equipment needed. Even if
they can test, it is very unlikely they would post NZ specific firmware
- NZ is simply too small in purchase volumes - if anything, the firmware
will be customized for European or US markets.
And this is not from hearsay - its the result of spending many thousands
on lab testing, test equipment and working with suppliers and Telecom to
get products Telepermitted.

Just a pedantic note, from talking to someone from telecom about this
some time ago (w.r.t changing the attenuation on a dialup modem), the
telepermit only says that the hardware is fit to be connected to the
line. From what I was told, there is nothing you can do in firmware or
software that will void a telepermit unless you mess with the hardware.
