My apologies if this has been covered a long time ago or it makes
ill-informed sense.

If a DSL modem is turned off, is data traffic still charged on a
Static IP?

User A sends data to User B (Static IP/DSL Off) - the IP packet will
bounce from router to router until it finds host unreachable.

Does Telecom record this traffic or is the meter a DSL thing only?
