I understood, from what has been said on here, that as the traffic is counted
on the physical line then it does not matter if packets are dropped or your
end of the line is disconnected, you still pay for it. I have asked this exact
question before and never got a "yes, you pay" or "no, you have to be
connected to pay" answer but the only logical explanation has been that you
pay for anything that reaches the exchange that is meant for your static IP.

It does mean that you have 0 control over what you pay for which is the main
reason I will stick to JetStart. At least if I disconnect then I will not be charged.
