My understanding (and this is from personal experience only) was that
where the DSL Router was turned off, the next hop upstream would say a
'sorry destination is not here' type thing - and as a result the traffic
isnt going down your line, and you cant be charged.
IP is tied to Username, which is NOT tied to line - so how do they know to
send the traffic down to router X when someone on a different DSL line is
going to use the same username (thus same IP) from a different site in 10
minutes time?
My personal answer to this would be no, because it doesnt sound logical.
