Depend's solely on what level they retreive the traffic logs from
and how intensively they filter the traffic.

With dynamic IP's as you guy's are pointing out previously, of
course there is no way of linking IP -> USER unless you are actively
logged in, .: when you log out you will not be charged.

Remember, this INITAL question is based on a static IP USER ,
and they may have a static rule that point's their traffic to that IP
to that specific USER all the time.
