What you get will NEVER be near the theoretical limit of the system.
What you get will depend too much on every piece of hardware between
you and whatever you are connection to.

What is interesting is that you say that you are capable of around 4Mbps
down (50% of the theoretical limit) and 800kbps up (80% of the theoretical
limit). I have never tested upstream but as I am only connecting at 4448 down
and 680 up I feel pretty sure that the best I would get up is 680. Before I
shifted I used to connect at 7000+ down and a bit under 800 up and all tests of
the download speed would reach that connect speed. These numbers are both
about 90% of the theoretical limit.

SDSL is the same speed in each direction.
