Interesting article but it does not match well with this

Japan were part of that survey (which put NZ at the top of internet
usage). The article you referenced says that 80% of locations are
within 1km of a fibre optic connection which means ADSL can preform
at its best. The article also said:

> The overriding impression was that net access is no longer the domain of geeks it was five years ago.

> Rather, it is seen as a utility like gas or water that is "simply there".

And even with this they have fewer than 68% connected to the internet
within the last month.
