Surely this has been answered before... but i'll bite.

1. Static IP is provided via Radius, associated with your username and
password. It is NOT associated with your line.

Or put another way, Telecom provide the DSL Service on your line, and your
ISP provide everything else including:

- Authentication
- Email Service
- IP Address and DNS information.

In the case of FastIPDirect (eg full rate DSL from most suppliers) the
management of this stuff is by the ISP, even though the infrastructure
used is Telecoms... eg ISPs essentially rent out the service.

2. Given the answer to 1, yes it can.
