Lets clarify, yet again -

Jetstream Starter

- 128k Layer 1/2 provided by TELECOM for your $30odd/month.

- ISP Login, ISP Services *AND BANDWIDTH* provided by the ISP. NOT Telecom.

Therefore on Jetstream Starter (and ONLY Jetstream Starter), Xtra (being
the people carring your traffic) have the ability to bill you for it.
For the other Jetstream Packages (based around the full rate structure, as
I understand it) are charged a flat access fee by the ISP - and the rest
is charged by Telecom.
So theres no double-dipping, as you put it.
