I have looked into this a lot and this to be completely related to the
Panasonic phone rather than the ADSL Router.

A full install makes the Panasonic phone bearable (though still quiet). A
self install makes the Panasonic phone almost un-useable.

I still have my Panasonic connected to the phone line, but only use it to
phone naturally loud people. I have never talked to Panasonic about this. If
anyone is motivated enough to phone Panasonic please let me know the result.
