Nope not at all. When I worked for Telecom back in the 1990s PTC meant
that the device given the permit can safely be connected to Telecom's
network and would not cause any damage to it. It doesn't say that it must
be compatible with every other telepermitted device. In allot of cases
they were not compatible.. It was up to the device supplier to sort it out
if possible. I still see these problems today in my current job. Devices
work with one product but not with others..
