Saw them a few days ago. There is quite a lot of choice in the JetStream Starter (128k) market, e.g. TC has 10x national. (Ihug ones in particular are similar I think to the Australian offerings of IInet their Australian owner.) This isn't surprising since the JetStream Starter model means ISPs can offer different packages etc. However, until Telecom decides to offer a similar model(or decides to unbundle) for other JetStream offerings, 128k is all we are going to get with decent choice. If Paul Swain sticks with the CC decision we should eventually get a lot more choice in the 256/128k (actually my understanding is it doesn't have to be 128k but hopefully it will) market as well but until such time, we can only hope. As for higher speed offerings, we can only dream for now. Counties Power wireless offerings seems to be the one to look out for and they won the Probe tender for the Auckland so may we can expect bright things (in Auckland) coming up but who knows?
BTW, Ihug peaks times are often similar (especially for residential) I'm not so sure if this is because of the US though. The fact is peak time for residential are likely to be in the evening and night.
