I see your point somewhat. But still, you have to realise this might depend on line conditions etc. Okay, I admit I probably choose a bad example since this Panasonic problems seems so widespread (most modems/routers and most/all filters it may even be affected by splitters). My point was that I don't know if it's reasonable for the Telepermit process to guarantee every single device will work with every single other device on the network under all line conditions. Bear in mind a ADSL modem/router must generate some noise on the line and is susceptible to noise that generated by the phone. A filter is supposed to deal with the noise to ensure the ADSL modem operates normally without noise reaching the phone and without preventing the phone from working. The filter, phone and modem are therefore not thoroughly independent on the network. Therefore, it's possible that a filter that just meets the specs and a modem which just meets the specs and a phone which just meets the specs may
 have problems together under the problematic line conditions. IMHO, this is not unreasonable and doesn't necessarily mean the specs need adjusting. Yes in this case, this doesn't seem to apply but the point remains.
