Return the phone and get a non-panasonic model that works (uniden
apparently do a good one)

Under the CGA, if it is a new phone you have a 7 day right of return and
can also claim that the phone sold to you does not fit the job it was
purchased for.

this is _not_ a telecom problem, nor is it a problem with "electrically
small" filters (the adsurdity of that statement speaks for itself) it is a
problem with the way the phones interact with the DSL equipment that you
are plugging into your line.
