how about overnet, another edonkey clone...i tried blocking the ports
(4661-4672) on my router (RTA220). only problem being games like
Counterstrike are blocked too (do i have to specify the CS ports too?),
which my young flatmate plays 24/7 and of course, overnet never seems to
download, just uploads!

This doesn't solve your problem but eMule has upstream and downstream
bandwidth limiting and you can limit the number of connections. No
scheduling at the current time tho... In the offficial client, download is
limited to 4x upload for speeds between 4-9k and 3x upload for downloads 3k
and under but it is GPL
