The new UBS specification that is being held up as the "answer" to
Local Loop Unbundling, especially by some ISPs like orcon.net.nz who
are calling it broadband.
It is 7x faster than dialup

hey... if I can get 256k unlimited 24/7 and a fixed IP for $49.95 p/m
residential who am I to argue?
OK it's still far too complicated to understand the subtleties of the
various offerings etc. but for now it seems like the best option.

As for the proposed "Churn" charge which Telecom wants to charge people
to stop them changing providers on a whim, I say get F*** If I see a
cheaper-Better plan I'll do not want to be penalised for changing from
an existing one.
As it is I am giving up Telstra Cable which runs outside my door as
Telstra do not offer flat rate nor 256k nor fixed IP so I'm off back to
a Telecom line thanks very much!
