Y Axis Is in Packets.
I have Taken some other shots with the scales the same and in Bytes/Time and
also made the raw data available
http://homepages.ihug.co.nz/~bbbits/ethereal.htm
I Gave NetstatLive a go.
Sure Enough, I get a Max of 257K for a few millisecs but the average works
out to about 200 .. 210.
I don't have adsl any longer, so I can't do a comparison.
Are you saying that WiredCountry are controlling my Bandwidth ?

Hi there, what is the Y axis figure?
Have you tried an application like NetstatLive? www.analogx.com
It should give you a correct kb per second results, which 'should' equal
whatever the plan you are on, most of the time.
Wired Country is usually pretty good at maintaining CIR
