It's actually quite relevant if this is how they cap the 2mbit plans (which might not be the case but would seem likely). I would suspect most users who expect to regularly go over 10gb would use BitStream anyway (it is cheaper) but who knows?

Are these values from your own records or from Telecom's?

Only one thing it doesn't say. Does this mean if your with someone else's BitStream, you don't pay?
