Nubz Alcatool utility reports back from my SpeedTouch as follows:

I run from the 11th to the 10th each month. On the 10th November I could to
32KiB/s down, on the morning of the eleventh I could do 256KiB/s (roughly)
down.

I had thought so too, but the throttling must be somewhere past the
connection from the modem to the DSLAM as shown by my connection report.

Alo of interest was a connect to the JetStreamGames realm proved that the
capping is definetly on the line as before I could max out the download
speed (350KiB/s plus) and now I rate limited to the same 256KiB/s as on the
new plan.
