Well for anyone interested:
Have had a few replies offlist from people who are experiencing the same
problem.

Have spoken to my ISP and ANZ and didn't get much of a response.
Today for example the site seems faster than it was - although still nowhere
near 'normal' speeds.

Have tested this with other secure sites, multiple PC's - and even another
bank site which all seem ok.
Pretty confident it's not something silly like a browser setting.

If you are experiencing this, I'd suggest you contact ANZ (especially if you
are a customer) as they claim not to have received any other reports.
