Just to clear this up, this is related to a bug in the firmware on
Motorola Surfboard 3100's. The packets are coming from the modems
themselves, but Motorola assures me that this will be fixed in the
near future. Apparantly this is left over from some functionality that
was to be included, but never part of the released version of the
firmware.
